Provincial Director, Heather Modlin

Our Director, Heather Modlin, has twenty-five years of experience in residential care. Heather has a BA (Hons.) in Psychology, a Master’s degree in Child and Youth Care Administration and she is a PhD candidate in Child and Youth Care at the University of Victoria. Her research is focused on child and youth care worker development.

For most of Heather’s career, she has focused on improving the knowledge and skills required for child and youth care workers and, ultimately, the quality of care provided to young people in residential settings. To that end, she has been involved in several provincial, national and international initiatives focused on the development of standards for child and youth care practice.

She is currently involved with the Child and Youth Care Association of Newfoundland and Labrador, the Child and Youth Care Educational Accreditation Board of Canada, the International Child and Youth Care Network (CYC-Net), the journal of Relational Child and Youth Care Practice (RCYCP), and the North American Child and Youth Care Certification Board.

Provincial Education Coordinator, David Martin

David Martin is an educator with over 36 years of experience in the field. He has a BA (Ed), Diploma in Special Education, Bachelor of Special Education, and MEd in Guidance and Counselling. For most of David’s career, he has worked in Labrador as a classroom teacher, special education teacher, guidance counsellor, and program support specialist.

In 2005, David was seconded from his position as Program Specialist into the Department of Education as the Provincial Consultant for Fetal Alcohol Spectrum Disorder. While here David provided information sessions, training and consultation to school personnel and parents.

In 2008, David took on the role of Provincial Coordinator for the Model for the Coordination of Services to Children and Youth. In this position he worked tirelessly to enhance the level of communication and information sharing across departmental and interagency lines.

In his current role as Provincial Education Coordinator with Key Assets, David leads our staff in the planning and implementation of education plans for the children in our care. He liaises with school personnel to ensure all aspects of the child’s educational program are followed and implemented.
